Scroll position not restored when going back to NTP

OS: Android 10 (N)

Open up the NTP. Scroll through articles and click on "more" to expand article summaries. Click on one of the newly introduced article summaries and go to article page. Press back to go back to the NTP. The scroll position is not preserved.

Oh sorry -- I overlooked that this is after fetching more articles. When we restore the NTP after fetching, we don't currently restore the additional articles at all. I'll duplicate this into the bug for changing "fetch more" instead.
