YouTube videos don't show any image (+ glitches) when HW acceleration is enabled

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3018.3 Safari/537.36

Steps to reproduce the problem:
Make sure hardware acceleration is enabled in settings!

1. Go to the page https://www.youtube.com/watch?v=3TYT1QfdfsM
2. Play video: image is black and if you e.g. scroll all the content glitches into the frame

What is the expected behavior?
It would play just fine

What went wrong?
Check the photo (sorry for the camera noise, but you see what I mean)

I installed the version 58.0.3018.3 and it works fine on that. 

58.0.3026.3 does not work.

I have GNOME 3 installed.
NVIDIA GeForce GTX 660

Hardware acceleration is ON.
If I disable it, it works, but scrolling is not smooth.

Unable to reproduce this issue on Ubuntu 14.04 with chrome #58.0.3018.3

Tested the scenario with the provided youtube url in comment #0 and launched the chrome with flags mentioned in the chrome://gpu

Sorry for confusion, but the issue **does not** happen on 58.0.3018.3 but on 58.0.3026.3 ! In 58.0.3018.3 it still works.

Also this is for **all** youtube videos i have tested so far. It's not specific to that video above, just an example.

I'm also having this problem :(

I'm sending some files to analysis. There's some interesting constructor syntax errors the terminal output gave me immediately when a video is started.

The error was also present in the prior version of Chrome. The one before that was ok.

This issue could be related to NVIDIA cards... maybe...

Anyways, this seems to be that a shader is not correct. I wasn't able to find anything on quick on codereview.chromium.org neither on chromium.googlesource.com but I believe there is something that can be reverted or fixed.
What I noticed was that when I right click the video and then click on report problems on playback, that as soon as the report dialog shows up, the video frame is rendered correctly and the screenshot also contains the correct frame! If i return back to the video by clicking cancel, and click on play, same issue happens again.
Its a possibility, we're both using the 367.57 NVidia driver...

I've disabled hardware acceleration for now.
I can confirm this bug is present also with the 378.13 NVIDIA driver.

@kkaluri please try on a real machine, ubuntu 16.04 with nvidia drivers... It has to be related to a change on chrome because older versions work just fine and nobody will accept this bug.
I have same problem, any videos does not play. It does not matter if it is youtube or something else. Videos does not play. Sound is ok.

Yeah the issue is happening since 58.0.3026.3 on dev channel, so any version before that should work just fine.
Just installed newest version 58.0.3029.19 and now videos are working fine with hardware acceleration! :)

If we knew if and when it happened on canary, then we would also be better able to tell what caused it since we would have a narrow time span where we can use git log to find commits between the release dates...
as per c#25, c#26, it is no longer repro.
