I'm getting push notifications I disallowed

Issue description

Chrome Version       : 56.0.2924.87
OS Version: Android 7
URLs (if applicable) : http://www.energymatters.com.au/energy-efficiency/australian-electricity-statistics/
Other browsers tested: None

What steps will reproduce the problem?
1. Go through the flow to register for notifications
2. Use site settings to clear notification permissions for the site

What is the expected result?

Site cannot send notifications


What happens instead of that?

Site is still sending me notifications


Please provide any additional information below. Attach a screenshot if
possible.

A few possible complications:
- I might have allowed notifications in Chrome Plate/GSA? I'm not sure.
- The notifications come through a third party site, energy matters.pushcrew.com
- Happy to help debug this; this is dominicc from his personal account.

Thanks for the report! For which origin did you clear permissions in Site Settings?

If energymatters.com.au, then this is expected, unclear as it may be. It's a downside of push aggregators. We don't really have the means to "link" origins together.

If energymatters.pushcrew.com, we may have a bug in Site Settings -> Content Settings -> * propagation.

I just tried to reproduce this but couldn't. I noticed the site pushes two notifications pretty quickly, maybe it was just a race between clearing the notification permission and the second one appearing.
