some text is poorly spaced

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
go to https://blogs.technet.microsoft.com/askcore/2016/08/16/display-scaling-changes-for-the-windows-10-anniversary-update/ and look at the first paragraph ("Today we have guest author for this blog") and look at the inconsistent spacing between some of the letters, like "Today" "blog" "Anniversary" and a few more, it looks ridiculous and it makes it hard to read. Firefox doesn't have this problem at all. I included screenshots of what I'm seeing. As I'm filing this report, I noticed the word "spaced" in the "Please enter a one-line summary:" has a big space between "c" and "e"

Able to reproduce the issue on Windows-7 using chrome stable version 56.0.2924.87 and canary 59.0.3030.0 with the steps mentioned in comment#0.
This is Non-regression issue, observed from M30 #30.0.1550.0 and marking it as untriaged to get more inputs.

Note:Issue not observed in Mac-10.12.2 and Linux Ubuntu 14.04.

Something else to add, I just checked this on a Windows 10 hidpi laptop (surface pro 4) and the text looks fine, so I guess this is either a Windows 7 problem or a low/normal dpi problem

Potentially related to  issue 645055  and our rendering mode configuration, I'll take a closer look tomorrow.

just adding some more feedback here: on the google canada homepage google.ca, again this issue of text being too spaced out is present in the "Google.ca offered in: Français" . This issue is not present in Firefox

Sounds similar to spacing issues in cyrillic, issue 595803.

Thanks for the report. Merging into 707713 where we have a new reliable reproduction, even on Windows 10, and a better isolation on the core of the spacing issue.
