Steps to reproduce the problem:
1.Set one or more pinned tabs as startup pages 
2.Restart browser 
3.Pinned tabs open as expected along with an additional full tab 

What is the expected behavior?
Only pinned tabs set as startup pages should open with no additional full tab.

What went wrong?
Additional full tab along with pinned tabs open.

Did this work before? Yes 58.0.3029.3

Chrome version: 59.0.3030.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

Issue present in Chromium snapshots for a while and just bled into Canary.
