navigator.language ignoring desktop or preferred language settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Set desktop language to UK
2. Set preferred languages to en-UK, en, en-US
3. Set en-UK to language to use in menus
4. goto to console
5. type navigator.language and (new Date).toLocaleString()

What is the expected behavior?
navigator.language to be en-UK
Date to be displayed in DD/MM/YYYY format

What went wrong?
navigator.language is still en-US
Date is displayed in MM/DD/YYYY format

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 24.0 r0

At the moment it seems impossible to get the browser to use the UK language.

On the preferred language screen in the browser (cr-bug-preferred.png), I have previously clicked the [Display Google Chrome in this language] button for English (United Kingdom) and restarted the browser.

Status: Duplicate (was: Unconfirmed)
Issue seems similar to the bug 642444.Hence merging this into 642444.
Please feel free to undup if not similar.

en-UK should work as a standalone language from en-US, so this may be a bug we aren't aware of. This is not the same as issue 642444 or issue 99526.
