Native app install banner installs wrong app

Issue description

Twitter user report, claiming Chrome 56:

- Sees *native* app install banner for Chrome Platform Status
  - This already seems like a bug, I presume they don't have a native app
- Taps install, sees Alley-oop flow for The Washington Post

Adding some info here. I was on 56.0.2924.87 - Android 7.1.1 with flag 'enable improved add to home screen' enabled. It's quite possible I visited The Washington Post before today on that browser.

Thanks for the report. This is almost certainly a dupe of  https://crbug.com/687024 , which is fixed in Chrome 57.
