Page Info: Move permissions with built-in default of "Ask" below others

Issue description

I think it makes intuitive sense that the permissions we always show will always be shown at the top of the permission list in Page Info, with other permissions shown below (sorted.png).

Just to be clear, this will only happen if permissions which are default ask have non-default values, correct?

I'm not sure what order is better - part of me likes the order that has the things we consider most important first.
I'm confused. I think we should show the most-relevant(= non-default), at the top. This seems opposite to what's in sorted.png.

Yes, we would only show the particular (default-ask) permissions with non-default values.

I figured it would be better to have the usual suspects in the same place, and add the deviations on bottom. I'm happy to move them to the top instead.
Is there anything to do here? I think we should just leave the ordering as is until we are hiding the non-default things, and think about it then.
No, there is nothing to do. But I *have* written a CL that handles it, which is ready to go when we make a decision.

Re-assigning to Patti. IMO we don't need to make a change here as we've already sorted the permissions with important ones at the top, but we may want to rediscuss this now that we're actually doing the hiding.
