What steps will reproduce the problem?
(1) Update to M58 Dev
(2) See a notification requesting to choose a keyboard layout & click on it

What is the expected result?
No notification shows

What happens instead?
Notification is shown and upon clicking it, reaching an empty Android settings page (see attachment).
