Context menus for an extension doesn’t show during long-press but after releasing long-press

Issue description

Chrome Version       : 56.0.2924.87

What steps will reproduce the problem?
1. Long press on extension icon

What is the expected result?
Context menu

What happens instead of that?
No context menu until you release

TODO (hwi): Discuss with CrOS and TabletChrome on the following, and get an agreement on one direction. 

Option 1. Explore/discuss to see if CrOS context menu gesture needs to be changed (for example, discuss longpress to context menu is usable for stylus). And match the same gesture for Chrome on CrOS.
Option 2. If not #1, confirm to show context menu on Chrome at longpress (possibly w/ time delay)

c1 option2: And define gesture/behavior spec for drag&drop. 
Triage nag: This Chrome OS bug has an owner but no component. Please add a component so that this can be tracked by the relevant team.
