What steps will reproduce the problem?
1. Navigate a tab to chrome://memory-exhaust
2. Try to Ctrl+Tab
What is the expected result?
It should switch tabs.
What happens instead of that?
It does not switch tabs. Also, the icon in the tab is wrong (it doesn't show a sad tab)

Able to reproduce the issue on the latest stable(56.0.2924.87) and the latest canary(59.0.3033.0) on Windows-10. Works fine on Mac OS 10.12.2 and Linux Ubuntu 14.04. Regressed in M-54. Works fine and able to switch tabs for chrome://crash.

Still happens for me on chrome://memory-exhaust (though chrome://crash seems to be fine). Not sure what the difference is.

termination via sandbox job object limits likely does something different than an in-process crash. It is handled differently by the OS and the broker. This would only affect 64-bit.
