Hide SBER checkbox on Webview interstitials, until it's functional

We shouldn't show the SBER checkbox on webview interstitials if it doesn't do anything.  I think this means we should hide it in M58, then re-show it in M59.

SBER checkbox is already disabled in current implementation.
