Complete network failure for all Intel devices in 9334.0.0 or higher

Issue description

What steps will reproduce the problem?
Flash 9334.0.0 on a 4.4 device (effect on other kernels unknown yet)

What is the expected result?
Device boots, wifi comes up

What happens instead?
Complete network failure, wifi is down, bringing shill down.
Test team and devs working on eve, reef and friends report a brick.

The following devices don't see this issue. Only SP2 on kernel 4.4 (Snappy, Electro)

Revert "CHROMIUM: iwl7000: chromeOS: fix Intel regulatory (de)registration"

This reverts commit b4803ed63478. It caused the wifi driver to get into a reboot loop, which brought down shill since no wifi interface was present, implying no network connectivity (since ethernet/cellular need shill too atm) for 4.4 based boards.

TEST=manually booted and checked wifi on Electro

How super annoying, sorry about that.

I don't (yet) see the reason for this, but can we keep the code move and just revert the #ifdefs? That way at least we keep the fix for the other bug.
Please add the OSs that this applies to.  Thanks!

 Issue 698320  has been merged into this issue.
Status: Verified (was: Fixed)
Network (WiFi n Ethernet) working as expected. Tested on Snappy & Electro R58-9337.0.0.

Closing this as verified. Will reopen, if I see any issues on 9334.1.0 branch build (Not available yet for testing)
