Create Main waterfall macOS 10.12 tester.

Steps:
1) Add 10.12 bot to fyi waterfall.
2) Make sure all tests pass.
3) Add 10.12 bot to main waterfall.

dba@, could you flash build155-m1 with non-hermetic 10.12 image? It's on an fyi waterfall and already fails every build, so no need to be careful about breaking the waterfall.
