I found property_trees->effect_tree.OnOpacityAnimated sometime not working as expected in ScrollbarAnimationController::ApplyOpacityToScrollbars.

Cases:
1) In Android, scroll down to the bottom.
2) In Linux, resizing the window.
3) In Linux, mouse move post a delay event to change opacity. This one works before March 2017.
