Media Router telemetry test media_router.cpu_memory is flaky

Project Member Reported by cliffordcheng@chromium.org, Mar 3 2017

Issue description

This test is passing ~80% on Mac and ~60% on Windows. (But very stable on Linux).
Most of the test failed because some actions failed to get the response within the timeout.
Also the exception raised the test no longer exist.
