Chrome ignores the number of lines, that are set in the Windows settings for the drop-down lists on websites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open any website where there is a drop-down list
2. Expand the drop-down list and start to scroll it down or up (roll the wheel one notch to scroll)

What is the expected behavior?
Roll the wheel one notch should scroll as many lines as set in the settings of the mouse (like in Internet Explorer): http://jpegshare.net/e1/9b/e19bb2740d3e383bd060b2b5451241a7.png.html

What went wrong?
Chrome ignores the number of lines, that are set in the Windows settings for the drop-down lists on websites

Tested the issue on chrome Stable #56.0.2924.87, Canary 58.0.3032.0 in Windows 7 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Not able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.

This is Issue 416316, which has been various degrees of broken since Chrome 2.0 :(  See that bug for more details, and some bisecting of past relevant changes.

Rather than ignoring the Windows setting, it's actually scrolling 4x the set distance.  (Or if you have it set to "scroll one screen at a time," it scrolls 2x.)  You can test it out with the attached file.

Setting 1 line makes it scroll 4 lines
Setting 2 lines makes it scroll 8 lines
Setting 3 lines makes it scroll 12 lines
Setting "one screen" makes it scroll the same distance as clicking twice under the scrollbar grip.
