Proxy marked as bad

Issue description

Chrome Version       : 56.0.2924.87
OS Version: 10.0
URLs (if applicable) : any
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9: OK

What steps will reproduce the problem?
1. Add proxy.pac
2. Browse to website
3.

What is the expected result? Website being blocked due to proxy restriction


What happens instead of that? Website opens, Chrome marks proxy as bad.


Please provide any additional information below. Attach a screenshot if
possible.
