Only application windows that are in the same Mac space as Chrome can be screen shared

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Put Chrome in fullscreen on Mac OS
2. Try to screen share any other Application window that are opened in fullscreen or in a Mac space (Using desktop capture API, https://appear.in/ for instance)

OR

1. Put Chrome in a Mac space
2. Try to screen share any other Application window that are opened in fullscreen or in another Mac space  (Using desktop capture API, https://appear.in/ for instance)
3. In the "Application window tab", there will be only apps that are in the same Mac space as Chrome.

What is the expected behavior?
We should be able to share any application window that are in any other Mac space or in fullscreen, even if Chrome is in a specific Mac space or is in fullscreen.

What went wrong?
Application windows that are not in the same Mac space as Chrome or that are in fullscreen can't be screen shared.

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.3
Flash Version: 

When switching Mac spaces fast using trackpad or CTRL+→ and coming back to Chrome, the missing application windows appear briefly on the "Application window" selector tab and then disappear.
