Regression : "RESTART NOW" Button is seen chopped in Chrome://flags of Guest User

Issue description

Chrome Version: 58.0.3028.0/9333.0.0 dev-channel Zako,Samus and Parrot
OS: Chrome

What steps will reproduce the problem?
(1))Browse as guest -> Go to chrome://flags
(2)Now enable any flag(for example: Enable Material Design Settings Flag) and observe for "RESTART NOW" button (Please refer Video and screenshot)

Expected: "RESTART NOW" Button should be seen clearly in Chrome://flags of Guest User
Actual: Instead "RESTART NOW" Button is seen chopped

This is Regression issue as same is working fine in 57.0.2987.85/9292.43.0 Beta-channel Quawks
