Remove tab switcher background image on phones

Issue description

Remove the tab switcher background on phones.

The background should be changed to a solid dark grey ... same as the background color of the iPad tab switcher and tab strip background (I think it is [[QTMColorGroup greyColors] colorWithTone:kQTMColorTint900]).

Unfortunately, we also use that background image when hiding incognito tabs when in the iOS App Switcher.
I attached what Chrome looks like when in the iOS App Switcher if we remove the background.

That is OK for now. I will open another issue to improve how we mask incognito activity in the app switcher.

For this (and  crbug.com/698274 ), do we have a way of accessing a blurred version of the iOS desktop wallpaper [as in Wallet]?

Does not look like it's possible, see for instance:

I confirm, there is no way to do this [that is AS-safe]. I looked into this back when we began adopting multitasking support in iOS 9.
