Large jitter in chromium-webrtc-rel-win10/browser_tests/Unique_frames_count after new jitter buffer landed.

Issue description

The test ChromiumWebRTC/chromium-webrtc-rel-win10/browser_tests/Unique_frames_count/360p_H264 became a lot more jittery after the new video jitter buffer landed (point id 452472).
