problem loading a specific css file

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3026.3 Safari/537.36

Steps to reproduce the problem:
1. access web application using the servername inspite of server ip address
2.

What is the expected behavior?
the browser load correctly all css file and layout correctly the web page

What went wrong?
a specfic css file is not loaded (using the devtool seems that the browser doesn't ask the server for that css file).

using the server ip address that sepecific css file is loaded correctly

Did this work before? Yes 

Does this work in other browsers? N/A

Chrome version: 58.0.3026.3  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

The problem occurs for some users (some companies using our web ERP) and works fine for the most of users
