Json error / image decode failed and when opening crx files , utility process crashed when trying to install

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
Webstore:
1. When I add any ext / themes , it says checking
2. When done an error has occurred , image decode failed/ json error
Opening .crx files:
1.I opened the file with Google Chrome
2.An error appeared saying : UTILITY_PROCESS_CRASHED_WHILE_TRYING_TO_INSTALL

What is the expected behavior?
I don't really know.

What went wrong?
Cannot install any themes or extentions

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: 

Please help me!

Tested in chrome # 56.0.2924.87 and Canary #58.0.3028.0 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen shots for your reference.

@ ckihebook: Could you please let me know if i have missed anything and if possible, provide us with a extension URL of the issue which would help us to triage the issue further.

Same problem here. Windows 10 x64 Anniversary Update, Chrome 59.0.3056.0 64-bit. Can't install any extensions at all, get "image decode failed" error. Screenshot attached.

A Google search reveals users have been having this issue on even stable channels of Chrome as far back as Jan 2016 https://productforums.google.com/forum/#!topic/chrome/MWxZbfPDk7M but there seems to be no definitive fix from Google. So far the only common denominator I can see is all affected users are on Windows.
