Headless does not respect CHROME_LOG_FILE environment variable

Issue description

Selenium expects to be able to set the log file using the CHROME_LOG_FILE environment variable.

Headless chrome currently uses the --enable_logging flag to set log file.

Use CHROME_LOG_FILE environment variable for headless chrome logging.

Chromedriver/Selenium expects to be able to set the log file using the CHROME_LOG_FILE environment variable.
