Japanese text showing as question marks

Issue description

Chrome Version       : 56.0.2924.87
Other browsers tested:
     Safari: Not tested
    Firefox: PASS
         IE: PASS

Japanese users of our web based software have noticed a transient issue where japanese text shows up as question marks instead of the correct character. See attachment corrupted.png for an example. They have not noticed this behavior in either Firefox or IE. 

See font-details.png for a screenshot taken while inspecting a corrupted block of text. We are attempting to use font-family: "MS PGothic", SimSun, "Helvetica Neue", Arial, sans-serif, but as you can see at the bottom of the screenshot in the "Rendered Fonts" section, 3 glyphs are being rendered in Tahoma for some reason (corresponding with 3 question marks instead of the correct characters). The user's font settings have Arial set to the default sans-serif font, so I am wondering where Tahoma is coming from. 

I'm not sure if the user's operating system is relevant, but I've attached those here as well. 

I unfortunately cannot provide concrete steps to reproduce this behavior, our users have just reported that they see it from time to time. To fix it, they say they can just refresh the page after a while and it will sometimes render correctly.

The issue is transient, so I can't provide any concrete steps to reproduce it. Our users have only noticed it in a non-public url, so I can't provide a URL either unfortunately. I've asked our users to keep a lookout for the behavior on other sites, and will update here if they notice anything.

Can the text be seen in the inspector, Elements tab? Do you know the encoding of the page? Does the user use any extensions?

Since one Japanese character is rendered as two glyphs, it looks like the test was broken somehow.

Sorry for the delay getting back, the text did not show up in the inspector either. I'm not sure what the encoding of the page is. Do you know how I'd see that? I've asked the users what extensions they use and will get back to you with that.

You may find the encoding in the HTML source, <head> section, something like "charset=". Or if you can open Inspector javascript console, typing:
document.inputEncodinging
might show it.
Thanks, the encoding seems to be UTF-8. Also, one of the users who was experiencing the issue got back to me with browser extensions:

Adblock Plus
Cisco WebEx Extension
Google Docs
Google Docs Offline
Google Sheets
Google Slides

Is this happening on multiple machines, or on specific users?

Is it possible for the user to save the page when the character is shown as question marks, and attach to this bug?
Multiple Japanese users have reported this across multiple machines. I'll try to get the saved page for you.
I reported another similar issue.
