Launcher in DEV shows buttons with no padding

What steps will reproduce the problem?
(1) Open Launcher
(2) Write "music player"

What is the expected result?
web apps should show normal buttons

What happens instead?
weirdly rendered buttons

Status: WontFix (was: Available)
I could not repro this issue on my caroline device. See attached screenshot.

Google Chrome: 60.0.3108.0
Platform: 9508.0.0 dev-channel caroline test

Please reopen it if you can still see this issue.
