LLVM: Try to find reverted changes near the selected revision

Issue description

Toolchain team tries to select the current google3 stable llvm revision for testing future llvm rolls. However, the selected revision might not be best candidate as there could be bugs for architectures not tested thoroughly in google3 e.g. ARM .

Very often the bugs are caused by recent submits that are reverted quickly in llvm upstream.  It would be nice to have a script that goes through llvm git logs and finds any recent reverts near the selected revision.
