On build page, add "LUCI overhead" field in Timing section which is computed as

(swarming_task_end_time - swarming_task_start_time) - (annotation_proto_build_end_time-annotation_proto_build_start_time)

This will include:
- before recipe: CIPD package installations on bot
- before recipe: fetching recipe repo or extracting an isolate with a recipe bundle
- after recipe: monitoring, events, etc (not ready yet)
- after recipe: isolating recipe result (not ready yet)

Pending time is how long swarming task was waiting for a bot.

Overhead is computed as
