GPU Memory Buffer allocation for use with GPU raster is inefficient

Issue description

When we allocate GMBs for use with GPU raster, we don't need to use any GMB functionality other than binding the GMB to a GL texture. Because of this, we should be able to carry out GMB allocations asynchronously, and have them complete in the GPU process in order with the GL commands that use them. It seems like we could only block on allocation of the caller requests certain things, like mapping a GMB.
 
We do the allocation async for pepper and webgl already. The same for Ganesh makes sense to me.
