Wikipedia doesn't fully distill

Chrome Version: 57.2987.85beta
iPhone6, 10.2.1

Bug report from TestFlight user:

- add Wikipedia article to reading list
- wait till it has the green tick next to it
- turn flight mode on
- open article from Reading List
- only part of the Wikipedia article has downloaded. 

Nothing under the headings is included. Tried adding desktop version of same article and got same issue.

Looks like the same as issue 647667 on a narrow phone.

Issue is fixed.  Checked on chrome dev version 57.0.2987.101 on 
iPhone 6 plus with iOS 10.3
iPhone 7 with iOS 10.2.1
iPhone 7 plus with iOS 10.3 
following the steps mentioned in #0

Verified that content under subsections are displayed in offline mode. (Images under subsections are not displayed).
Headings of subsections are displayed.
