Regression : "सेटिंग्स" text appears to be chopped in md-settings page

Issue descriptionChrome Version: 58.0.3028.0 (Build official) Revision c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} (32/64 bits) OS:Windows(7,8,8.1,10) What steps will reproduce the problem? (1)Launch chrome, go to chrome://settings and click on 'Show Advanced settings'. (2)From 'Language' section, change the browser language to 'Hindi' and restart the browser. (3)Navigate to chrome://md-settings page and observe the "सेटिंग्स" text at top LHS of the page. Actual:"सेटिंग्स" text appears to be chopped. Expected:"सेटिंग्स" text should be seen properly. This is a regression issue broken in M-58,will soon update other info. Good build :58.0.2998.0 Bad build :58.0.2999.0 Note : This is Windows specific issue and the same is not seen on Mac, Linux OS.

Note: Inhouse was not able to generate any bad build using per-revision bisect, tried changing the revisions. Hence using regular bisect to narrow down. Thanks.!
