What steps will reproduce the problem?
1. Launch chrome and go to above URL or any webpage.
2. Rt. click on page and select 'Translate to English' option from context menu.
3. Click on 'Options' on translate bubble and then click on 'Language settings' button.
4. Now, come back to the previous tab, again repeat the steps-2 & step-3 and observe.

After step-4, Unnecessary everytime 'chrome://settings/languages' page opened in a new tab.
After step-4, It should navigate to already opened 'chrome://settings/languages' page.

This is a non-regression issue, seen from M-35 series.
