svg-based custom cursor with image don't load image

Steps to reproduce the problem:
1. open http://jsfiddle.net/q94EV/413/
2. move cursor over div

What is the expected behavior?
both: the cross and image should be shown as the cursor 

What went wrong?
broken image is shown

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I try to create custom cursor with embedded svg. I don't see any network requests to external image for render custom cursor based on svg.

Using the per-revision bisect providing the bisect results,
Good build:55.0.2883.0(Revision:423768).
Bad build: 56.0.2884.0(Revision:424021).

You are probably looking for a change made after 423977 (known good), but no later than 423978 (first known bad).

External image references are not allowed in SVG in an "image context" (like this.) Using a data: URL for the image should work though.

Duping to issue 234082 (issue 45844 is another candidate, maybe those two should be duped too...)
