Issue descriptionChrome Version: 58.0.3028.0 (Build official) Revision c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} (32/64 bits) OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? (1)Launch chrome, navigate to NTP and open devtools and click on 'Performance' (2)Now dock devtools window to bottom ,drag downwards and click on "Capture settings" on R.H.S (3)click on "Reload page" option or press Ctrl+5.(Kindly refer the video) (4)Observe the 'Captured screenshot' images. Actual result:'Captured screenshot' images appears weird i.e unnecessary two borders are seen in screen shot. Expected result:'Captured screenshot' images should be properly seen in screen shot. This is a Regression issue broken in M-58,will soon update other info. Good build:58.0.3021.0 Bad build:58.0.3022.0

Just to update, M-58 will be promoted to Beta next week, since this is marked as Beta blocker please plan the fix accordingly.
