Regression: Unnecessary focus is seen on shutdown button on tabbing when ChromeVox enabled

Chrome Version: 58.0.3021.0/9329.0.0 dev channel Daisy,Candy,Minne,Peppy & Quawks.
OS: Chrome

What steps will reproduce the problem?
(1) Recover OS via USB>> enable ChromeVox [Spoken Feedback] at OOBE screen>> keep tabbing>> and observe shutdown button

Expected: Unnecessary focus should not be seen on Shutdown button on tabbing
Actual: Instead unnecessary focus is getting enabled on Shutdown button on tabbing

This is a Regression issue as issue is not seen in M51: 51.0.2704.55/8172.39.0 beta-channel Peppy

Issue is seen in Latest M56 stable as well

Issue is not applicable to Linux and Windows

This doesn't happen when ChromeVOX is disabled.
