Regression: 'Action menu' icon (three dots) is not visible for exception with long name in md-settings

Chrome Version : 58.0.3028.0 (Official Build) c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} 32/64 bit
OS : Windows (7,8,8.1,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1, 10.12)

Steps:
1. Launch Chrome and navigate to chrome://md-settings/content/cookies
2. Add exception with long name, press Tab key until focus is seen on 'Action menu' icon and observe

Actual: 'Action menu' icon (three dots) is not visible after putting long name for exception

Expected: 'Action menu' icon (three dots) should be visible after putting long name for exception

This is regression issue, broken in ‘M 55’ and will soon update other info :

Good build:55.0.2881.0
Bad build: 55.0.2882.0

This looks similar to  Issue 694144 , hence merging into that. Feel free un-merge if anyone thinks otherwise.
