Regression: [DevTools] Middle click doesn't work under 'Shortcuts' section.

Chrome Version: 58.0.3028.0 (Official Build)c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140}.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) 

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' and go to 'Settings' page by pressing 'F1' key.
2. Go to 'shortcuts' section and scroll down the page to it's bottom end.
3. Middle click on 'Full list of DevTools keyboard shortcuts and gestures' link and observe.

Middle click doesn't work for 'Full list of DevTools keyboard shortcuts and gestures' link.
Middle click should work for 'Full list of DevTools keyboard shortcuts and gestures' link.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2931.0
Bad build:  57.0.2933.0

URGENT - PTAL ASAP.

A friendly reminder that M57 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch by Monday (03/06), 5:00 PM PST in order to make into the desktop Stable final build cut. Thank you!

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label or move to M58.
