Regression : Unnecessary movement of contents is seen on "Manage passwords" sub page.

Issue description

Chrome Version : 58.0.3028.0 (Official Build) c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} 32/64 bit
OS : Windows (7,8,8.1,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/passwords
2. Click inside "Search passwords" text field and hit Space bar, observe the page contents.

Actual : Unnecessary movement of contents is seen on "Manage passwords" sub page after typing keywords in search field.
Expected : Contents of "Manage passwords" should not move after typing keywords in search field.

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.3026.0

You are probably looking for a change made after 453683 (known good), but no later than 453684 (first known bad).

Note :Able to reproduce the issue in Win 10.0 and Mac 10.12.3 Not in Ubuntu 14.04 and Able to reproduce in latest Canary #58.0.3028.0
Correction: In comment #1 in Note mentioned Not in Ubuntu 14.04.Able to reproduce on Ubuntu 14.04 also.

MD Settings: re-fix relative paper-input-label font-size.

In a previous attempt to make paper-input-label font-size relative (https://codereview.chromium.org/2715863002), I actually shrunk the size by a couple pixels comparing to the original design. This new CL aims to fix the unintended change, and also bring one other hard-coded label in line.
