Regression:Default focus is seen missing in Manage Certificates section of Md-settings

Issue description

Chrome Version:58.0.3028.0 dev
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://mdsettings/certificates>>Authorities section
(2)Click on drop down>> three dot menu>> Edit and Observe(kindly refer video)

Actual Result  :Default focus is seen  missing.
Expected Result:Default focus should be seen.

NOTE:Issue is not applicable to windows

This is a Regression issue broken in M-58

Able to reproduce this issue on Ubuntu 14.04, Not seen on Mac OS 10.12
