Regression: Horizontal scrollbar is not seen if reset overlay is opened while browser is resized.

Chrome Version:58.0.3028.0 (Official Build) c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} (32/64 Bit)
OS:  Windows(7,8,8.1,10),Mac (10.12.1,10.11.6).

What steps will reproduce the problem?
1. Launch Chrome, resize the window and navigate to chrome://settings/resetProfileSettings?origin=userclick 

Actual:Horizontal scrollbar is not seen for the Reset Overlay.
Expected: Horizontal scrollbar should be seen.

This is regression issue, broken in 'M 58' and below is Manual Bisect Info: 
Good Build: 58.0.3027.0
Bad Build: 58.0.3028.0

Note:Will soon update the Linux os info.

Using the per-revision bisect providing the bisect results,
Good build: 58.0.3027.0 (Revision: 453800).
Bad build: 58.0.3028.0 (Revision: 454140).

You are probably looking for a change made after 453992 (known good), but no later than 453993 (first known bad).

Note :Able to reproduce the issue in Win 10.0 and Mac 10.12.3 Not in Ubuntu 14.04 and Able to reproduce in latest Canary #58.0.3028.0

This is WAI. See  crbug.com/694856  for details (the alternative of showing the 2nd horizontal scrollbar is more broken than the current approach).
