Regression: List is not displayed for single suggestion in 'Filter' textbox of Network section

Issue description

Chrome Version: 58.0.3028.0 (Build officiel) Révision c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} (32/64 bits)
OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

Steps:
1. Launch Chrome and open devtools on NTP, go to Network section
2. Click on 'Filter' textbox, type letter h,i,l,etc and observe

Actual: List is not displayed for single suggestion in 'Filter' textbox

Expected: List should be displayed for single suggestion in 'Filter' textbox

This is a Regression issue broken in M-56,will soon update other info.

Able to reproduce the issue on mac os 10.12.2 using chrome canary M59 #59.0.3046.0 .

@einbinder-- Could you please look into this.

This looks like it is working as intended. There is grey text now, so it is consistent with StylesSidebar.
