Issue descriptionVersion: 58.0.3028.0 c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings 2. Now scroll down the page and click on 'Open a specific page or set of pages' radio button under 'On startup' and scroll down the page. 3. Now hold and keep 'Up' arrow key from keyboard and observe all the page options Actual: Unnecessary movement of all options on page is seen after holding 'Up' arrow key Expected: Unnecessary movement of all options on page should not be seen after holding 'Up' arrow key This is regression issue, broken in ‘M 56’ and will soon update other info : Good build:56.0.2902.0 Bad build: 56.0.2903.0
