Localization is not applied for 'Ask when a site want to use system...' text in MIDI devices option of cotent settings.

Chrome Version: 58.0.3028.0 (Build officiel) Révision c49428ef69cfd173c5d7eaeb39982f44ca68da78-refs/heads/master@{#454140} (32/64 bits)
OS:Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://md-settings/manageLanguages page and select 'French' from 'All languages' list.
(2)Click on iron icon of french and select 'display google chrome..' option, relaunch the browser.
(3)Click on content settings > MIDI devices and observe the text on top.

Actual: Localization is not applied for 'Ask when a site want to use system...' text in MIDI devices of cotent settings.

Expected:  Localization should be applied for 'Ask when a site want to use system...' text in MIDI devices of cotent settings.


This is a Non-regression issue seen from 'M58' series i.e 58.0.3015.0 since the feature is added in content settings from this build.

Note: Issue not seen on Mac & Linux OS.
