Investigate why braille ime isn't working with Docs

Issue description

Bad version: m56
Last known good version: unknown

- open a DGoogle Doc
- turn braille mode on
- connect a braille display with perkins style keyboard
- type while focus is within the document area

result:
nothing

Works fine for me on all versions.

What I think is happening:
you've got a non-8 dot table selected so you're getting contracted braille in the loop. Reading (via tts) of contracted braille is not yet supported.

What exactly works for you? As I reported initially during CSUN, typing with Grade 1 and 2 both fail to put anything in the document. It seems to work when typing, as it just puts the text into the content editable, but nothing goes into the document.

Reported by the NFB and confirmed by me, both of us noted that typing with a Braille display previously worked and now doesn't. Still the case, just checked again with dev channel (58.0.3029.12).

Typing works for me in either braille mode on or off using a Focus 40 Blue (first gen). And, yes the content does get entered into the document.
