Pressing "reload" on network error intersitial does nothing

Issue description

M58.0.3019.0dev iPad, iOS10.2.x

While surfing, I hit a network error interstitial page because the page took too long to respond. I tapped the "RELOAD" button at the bottom right of the interstitial but nothing happened (regardless of the number of times I pressed it).

Pressing the reload button in the toolbar immediately reloaded the page successfully.

Did we accidentally break that button when moving stuff around in web?

The page I was on was http://recordinghacks.com/microphones/Blue-Microphones/Baby-Bottle but I don't think that specifically had anything to do with it. A subresource must have timed out because the error interstitial appeared while I was reading it for a minute.

Verified the issue on the latest build 58.0.3029.39 beta tested on iPad (iOS 9.3.5),iPhone(iOS 10).
Tapping on reload on error pages reloads the page works fine.
