Issue descriptionUrl to the build Failure: https://luci-milo.appspot.com/buildbot/chromium.chromiumos/Linux ChromiumOS Builder (dbg)/84017 What is the bug or feature: Workaround is to fall back to buildbot when logdog is not enabled. But it seems better to ask infra team to enable logdog instead.

Chan, we'd better fix this by defaulting to buildbot for now. I saw quite a lot of failures like this. I guess it might be a quick fix. Bump to p1.
