Headless Chrome: --proxy-server="http=127.0.0.1:80;https=127.0.0.1:443" doesn't work

Issue descriptionChrome Version : 58.0.3018.3 What steps will reproduce the problem? Start chrome with chrome --headless --proxy-server="http=127.0.0.1:80;https=127.0.0.1:443" What is the expected result? I expect it to accept the same --proxy-server parameter as non-headless. What happens instead? It errors: [0302/000404.083639:ERROR:headless_shell.cc(484)] Malformed proxy server url Please provide any additional information below. Attach a screenshot if possible. The format I'm using is defined: https://www.chromium.org/developers/design-documents/network-settings

I tested this on Linux (CentOS 7). It works correctly without the --headless flag but with the --headless flag it errors.

Able to reproduce this issue on Ubuntu 14.04 on latest chrome Dev #58.0.3026.3 Issue is broken in M57. I believe this issue is quite important. Headless mode is used for automation use cases. It is quite common to use a proxy in such cases. This is blocked by this bug.
