Selim and I discussed about this, it might be good to stop all callbacks no matter if it limits to browser process or not, as we are expecting the WebView is destroyed by app, it will pretty weird the app get this callback after WebView destroyed.  

that argument doesn't work, cookiemanager is global, not tied to a particular webview, so a single webview crashing should not affect cookie manager at all
