Cmd-Shift-B to toggle bookmark menu does not work as expected in new browser window

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. Toggle bookmarks bar using Cmd-Shift-B - notice it works as expected 3. Press Cmd-N to open a new browser window 4. Toggle bookmarks bar using Cmd-Shift-B in new window - notice now that it just changes size of bookmarks bar parent container and bar remains visible. What is the expected behavior? Bookmark bar toggles on and off What went wrong? Bookmark bar changes size but does not toggle on and off. Did this work before? Yes Don't know. Chrome version: 56.0.2924.87 Channel: stable OS Version: OS X 10.11.6 Flash Version: Same thing happens when Incognito window opened

I don't think this is a bug. It is a feature to see the Bookmarks on the NewTabPage, also when the Bookmarks Bar is hidden.
